      <description><![CDATA[VANCOUVER, B.C. &ndash; May 2, 2012 &ndash; Home sale and listing activity has maintained a consistent pace on the Multiple<br>Listing Service&reg; (MLS&reg;) in Greater Vancouver in recent months, which has helped create balanced conditions<br>for the region&rsquo;s housing market.<br>The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver<br>reached 2,799 on the Multiple Listing Service&reg; (MLS&reg;) in April 2012. This represents a 13.2 per cent decline compared<br>to the 3,225 sales recorded in April 2011 and a decline of 2.6 per cent compared to the 2,874 sales in March 2012.<br>April sales were the lowest total for the month in the region since 2001 and 16.9 per cent below the 10-year April<br>sales average of 3,369.<br>&ldquo;Although April sales were below what&rsquo;s typical for the month, we continue to see, with a sales-to-active listing ratio<br>of nearly 17 per cent, a balanced relationship between buyer demand and seller supply in our marketplace,&rdquo; Eugen<br>Klein, REBGV president said.<br>New listings for detached, attached and apartment properties in Greater Vancouver totalled 6,056 in April 2012. This<br>represents a 3.6 per cent increase compared to both March 2012 when 5,843 homes were listed and April 2011 when<br>5,847 homes were listed for sale on the region&rsquo;s MLS&reg;.<br>Last month&rsquo;s new listing total was 6.7 per cent above the 10-year average for listings in Greater Vancouver for April.<br>At 16,538, the total number of homes listed for sale on the region&rsquo;s MLS&reg; increased 8.5 per cent in April compared<br>to last month and increased 16 per cent from this time last year.<br>&ldquo;Recent activity has had a stabilizing effect on home prices at the regional level, although pricing can vary depending<br>on area and property type,&rdquo; Klein said &ldquo;To best understand conditions within your area of interest, it&rsquo;s important to<br>do your homework and consult a local REALTOR&reg;.&rdquo;<br>The MLS&reg; HPI benchmark price for all residential properties in Greater Vancouver currently sits at $683,800, up<br>3.7 per cent compared to April 2011 and an increase of 2.8 per cent over the last three months. The benchmark price<br>for all residential properties in the Lower Mainland is $612,000, which is a 3.4 per cent increase compared to April<br>2011 and a 2.6 per cent increase compared to three months ago.<br>Sales of detached properties on the MLS&reg; in April 2012 reached 1,126, a decline of 19.7 per cent from the 1,402<br>detached sales recorded in April 2011, and a 17.8 per cent decrease from the 1,370 units sold in April 2010. The<br>benchmark price for detached properties increased 6.3 per cent from April 2011 to $1,064,800.<br>Sales of apartment properties reached 1,190 in April 2012, a decline of 0.9 per cent compared to the 1,201 sales in<br>April 2011, and a decrease of 22 per cent compared to the 1,526 sales in April 2010.The benchmark price of an apartment<br>property increased 1.1 per cent from April 2011 to $375,900.<br>Townhome property sales in April 2012 totalled 483, a decline of 22.3 per cent compared to the 622 sales in April<br>2011, and a 21.6 per cent decrease from the 616 townhome properties sold in April 2010.       <description><![CDATA[<h1>Greater Vancouver housing market trends near long-term averages as spring market approaches</h1>

<p><span style="font-family: Arial;">Closer
 alignment between home buyer and seller activity helped bring greater 
balance to the Greater Vancouver housing market in February. </span></p>
<p><span style="font-family: Arial;">The 
Real Estate Board of Greater Vancouver (REBGV) reports that residential 
property sales in Greater Vancouver reached 2,545 on the MLS&reg; system in 
February 2012. This represents a 61.4 per cent increase compared to the 
1,577 sales recorded in January 2012, a decline of 17.8 per cent 
compared to the 3,097 sales in February 2011 and a 2.9 per cent increase
 from the 2,473 home sales in February 2010.</span></p>
<p><span style="font-family: Arial;">February
 sales in Greater Vancouver were the third lowest February total in the 
region since 2002, though only 151 sales below the 10-year average.</span></p>
<p><span style="font-family: Arial;">&ldquo;With
 a sales-to-active-listings ratio of over 18 per cent, we see fairly 
balanced conditions in our marketplace as we move into the traditionally
 busier spring season,&rdquo; Rosario Setticasi, REBGV president said. </span></p>
<p><span style="font-family: Arial;">New 
listings for detached, attached and apartment properties in Greater 
Vancouver totalled 5,552 in February 2012. This represents a 2.5 per 
cent decline compared to February 2011 when 5,693 properties were 
listed, and a 3.5 per cent decline compared to January 2012 when 5,756 
homes were added to the MLS&reg; in Greater Vancouver.</span></p>
<p><span style="font-family: Arial;">Last month&rsquo;s new listing count was the second highest February total in Greater Vancouver since 1996.</span></p>
<p><span style="font-family: Arial;">At 
14,055, the total number of residential property listings on the MLS&reg; 
increased 12 per cent in February compared to last month and increased 
17.9 per cent from this time last year.</span></p>
<p><span style="font-family: Arial;">&ldquo;Region-wide
 we&rsquo;ve seen relative stability in home prices over the last six months, 
but it&rsquo;s important to do your homework and consult your REALTOR&reg; because
 pricing can vary considerably depending on the neighbourhood and 
property type,&rdquo; Setticasi said.</span></p>
<p><span style="font-family: Arial;">The 
MLS&reg; HPI benchmark price for all residential properties in Greater 
Vancouver currently sits at $670,900, up&nbsp;6 per cent compared to February
 2011 and an increase of 0.9 per cent compared to January 2012. The 
benchmark price for all residential properties in the Lower Mainland is 
$601,300, an increase of 5.5 per cent compared to February 2011.</span></p>
<p><span style="font-family: Arial;">Sales
 of detached properties on the MLS&reg; in February 2012 reached 1,101, a 
decline of 21.5 per cent from the 1,402 detached sales recorded in 
February 2011, and a 12 per cent increase from the 983 units sold in 
February 2010. The benchmark price for detached properties increased 
10.5 per cent from February 2011 to $1,042,900.</span></p>
<p><span style="font-family: Arial;">Sales
 of apartment properties reached 1,020 in February 2012, a decline of 
15.4 per cent compared to the 1,206 sales in February 2011, and a 
decrease of 5 per cent compared to the 1,074 sales in February 2010. The
 benchmark price of an apartment property increased 2.8 per cent from 
February 2011 to $373,300.</span></p>
<p><span style="font-family: Arial;">Townhome
 property sales in February 2012 totalled 424, a decline of 13.3 per 
cent compared to the 489 sales in February 2011, and a 1.9 per cent 
increase from the 416 townhome properties sold in February 2010. The 
benchmark price of a townhome unit&nbsp;increased 0.7 per cent between 
February 2011 and 2012 to $472,800.<br>

At 15 square kilometres, it has inspired<br>city officials to take extra care in all facets of activity,<br>from creating policies that protect New Westminster&rsquo;s<br>heritage to fostering projects that improve neighbourhoods<br>and boost business opportunities.<br>As a result, New Westminster has become the<br>place to live, work and invest in. Old buildings have<br>been rejuvenated, abandoned sites are being transformed,<br>and the streets are alive with young families,<br>office workers, shoppers and visitors.<br>Better still, New Westminster isn&rsquo;t a destination just<br>for people in Metro Vancouver. Its appeal is much<br>farther reaching, as the management at Toronto-based<br>Lowe&rsquo;s Companies Canada &ndash; who recently decided<br>to locate B.C.&rsquo;s first Lowe&rsquo;s Home Improvement<br>Warehouse in Queensborough &ndash; can attest.<br>The sheer magnitude of brownfield projects within<br>the city is remarkable. Wesgroup Properties is responsible<br>for $600-million worth of redevelopment thanks<br>to its nine-acre Brewery District at the old Labatt<br>brewery site. With phase one nearing completion, the<br>district will consist of office and retail space, residences<br>and health facilities. The City has also made<br>tremendous strides in crime prevention and<br>enhancing liveability even more than previously<br>existed.&rdquo;<br>Real estate investor David<br>Sarraf, who owns buildings<br>from B.C. to Quebec, was<br>initially attracted to New<br>Westminster because of its<br>plethora of heritage buildings.<br>&ldquo;I love their character and<br>wanted to preserve them, and<br>city administrators got me<br>enthusiastic due to the fact<br>they think and act like businesspeople<br>instead of bureaucrats.<br>They went out of their<br>way to provide me with all<br>sorts of opportunities.&rdquo;<br>Sarraf purchased his first<br>heritage building in May of 2010 and has<br>since purchased three more, all in the downtown<br>core. &ldquo;City Hall staffers always have<br>time for me, and their responsiveness is<br>such that if I casually remark how nice it<br>would be to have benches outside one of my<br>buildings, a week later the benches are in<br>place. I don&rsquo;t get that sort of treatment<br>in other municipalities, and<br>it&rsquo;s the reason I&rsquo;ll probably do<br>most of my investing in New<br>Westminster in the future.&rdquo;<br>Aside from the Brewery<br>District, the major projects in New<br>Westminster<br>in various stages of<br>development include:<br>&bull; The Plaza @ New Westminster<br>Station. Located in New<br>Westminster&rsquo;s downtown core,<br>this $500-million live/work &ldquo;transit<br>village&rdquo; project consists of three<br>highrises fully integrated with<br>200,000 feet of retail/commercial<br>space at the New Westminster<br>SkyTrain station and bus exchange. Recently<br>opened, The Plaza&rsquo;s retail complex features<br>tenants such as Safeway, CIBC, RBC,<br>Shoppers Drug Mart and a 10-screen<br>Landmark Cinemas.<br>&bull; Royal Columbian Hospital. New<br>Westminster&rsquo;s biggest employer has plans<br>to spend upward of $750 million to add 300<br>more beds and upgrade numerous departments<br>and create a high-profile medical<br>teaching and research campus.<br>&bull; Westminster Pier Park. The city is developing<br>a $25-million 3.8-hectare riverfront<br>recreation area and promenade. The first<br>phase of the park, which is designed to open<br>up the city&rsquo;s waterfront to pedestrian traffic,<br>will open to the public in early 2012. Recently<br>awarded a &ldquo;Brownie&rdquo; for excellence in<br>brownfield renewal from the Canadian<br>Urban Institute, this major waterfront amenity<br>features a festival lawn, sports courts,<br>children&rsquo;s play areas, a concession facility<br>and cycling and pedestrian pathways.<br>&bull; Multi Use Civic Facility.       <title>New Westminster coming alive...again</title>

<p>Shreds of New Westminster's former charm still cling 
to its downtown historic facades and along its broken, cobbled streets. 
But the squat, bland buildings tucked willy-nilly among the once-regal 
shops tell a different story: not of the rise of the Royal City, but the
 fall that came later.</p>
<p>Now city officials are hoping to restore 
the downtrodden downtown into a bustling city centre full of families, 
young people and office workers who have every-thing they need within a 
few blocks of home.</p>
<p>Along Columbia Street, new condo developments 
are springing up behind historic storefronts. Ground has broken for a 
civic centre and office block. A precinct featuring a <a target="_blank" title="New Westminster Landmark Theatre at Plaza 88" href="http://www.landmarkcinemas.ca/images/stories/press/New%20Westminster%20-%20Final%20Press%20Release%20-%20January%207%202009.pdf">10-cinema theatre</a>,
 boutique shops and grocery store is taking shape across from the Quay. A
 10-acre Westminster Pier Park is being built along the Fraser River.</p>
<p>"We're
 probably going to be one of the major downtown communities coming back 
to life [in Metro Vancouver]," New Westminster Mayor Wayne Wright said.</p>
<p>The
 move is badly needed. Designated as a regional town centre in Metro 
Vancouver's growth strategy, New Westminster's downtown is expected to 
be home to more than 21,000 people - about a quarter of the city's 
entire population - by 2031. About 15 per cent of the city's 70,000 
population now live downtown.</p>
<p>The growth will require another 
7,400 units, nearly all of which will be apartments, to be built over 
the next few decades. Those people will need food, services, drugstores 
and other amenities such as banks, most of which left the area 15 years 
ago but are starting to return.</p>
<p>One small Scotiabank now hunches 
on the corner of Columbia and Begbie, the last holdout from a time when 
the downtown was "pretty catastrophic," according to Wright, who had 
owned a chocolate shop at the Quay during those dark days.</p>
<p>"There 
were drugs, closed buildings. There was nothing happening. It was really
 hard. It had a bit of a bad reputation but we've cleaned it up."</p>
<p>The work has been slow and steady, said Wright.</p>
<p>During
 the Second World War, the downtown area was the economic powerhouse of 
the city - and Columbia Street the "Miracle Mile" - when industry 
flourished because of its fishing docks and rail lines.</p>
<p>The 
decline, which started in the 1950s, continued over the next few decades
 as the city moved its civic institutions uptown, competition increased 
from neighbouring municipalities and the area became a haven for beer 
parlours.</p>
<p>By 1997, most of the banks, notary publics and other 
ser-vices had left the downtown, which subsisted on a slew of bridal and
 antique stores, mom-and-pop shops and restaurants.</p>
<p><a target="_blank" title="David Young" href="http://www.davidnyoung.ca/en/index.html">David Young</a>, a
 notary public, stayed downtown but often considered moving out of his 
office and joining his competitors uptown, especially when he needed 
more space and there was no development going on.</p>
<p>That's all 
changed now. He now has a larger corner office above Waves Coffee with 
glass-fronted views of the Fraser River and a clientele that also does 
their shopping and banking nearby.</p>
<p>"I'm the only notary left in 
the downtown core; I kind of stuck with it," he said. "Even in my 
industry alone, [the down-town] is becoming appealing to clients now.</p>

<p>"I get lots of compliments on my office since I moved."</p>
<p>REINVENT THE AREA</p>
<p>The
 city continues to work with private property owners and developers to 
reinvent the area, which is destined to welcome a large share of the 
region's employment and residential growth in the next 20 years.</p>
<p>Wright,
 who has met with the landowners of the nondescript <a target="_blank" title="New Westminster Army and Navy" href="http://www.armyandnavy.ca/">Army and Navy</a> store,
 which sprawls across a couple of blocks and anchors the down-town 
revitalization, said any redevelopment there will be a key part of the 
transformation. One day, he envisions, the area will be similar to 
Vancouver's Yaletown, which has become a trendy neighbour-hood for young
 singles, families and empty nesters.</p>
<p>The scene is already 
changing. Sidewalks are being widened to accommodate wheelchairs. A

<p>Above 
the heritage facade at the old Interurban rail station, condos stretch 
toward the sky with commercial businesses on the ground floor.</p>

<p>Tall
 towers and a retail complex make up <a target="_blank" title="Plaza 88" href="http://www.plazaeightyeight.com">Plaza 88</a>, surrounding the <a target="_blank" title="New Westminster Skytrain Station" href="http://www.translink.ca/en/About-Us/Corporate-Overview/Operating-Companies/SkyTrain.aspx">New 
Westminster SkyTrain station</a>, while down the street, more condos rise 
above an old federal justice building that now houses the police 
department. Another highrise is also slated to go up behind the nearby 
heritage Trapp Block building.</p>
<p>"The growth of our city and 
transportation and how we're going to take control of this is the main 
focus for me," Wright said. "[Downtown centres] were the focal points of
 all com-munities at one point but then we got malls."</p>
<p>New Westminster isn't alone in its endeavours to turn its downtown core into a livable and vibrant neighbourhood.</p>
<p>Similar
 revitalizations are taking shape around Metro Vancouver as politicians 
strive to build dense "town centres" where residents have access to 
walking and cycling paths, transit, shops and services.</p>
<p>Vancouver's Cambie Street and Richmond's No. 3 Road, for instance, are seeing trans-formations as a result of the Canada Line.</p>
<p>Surrey
 is developing its new City Centre along King George Boulevard, around 
three of its SkyTrain stations, while towers are springing up around 
Coquitlam's new Town Centre, which is near City Hall and the Coquitlam 
Centre, and along the Evergreen Line route.</p>
<p>YOUNG URBANITES</p>
<p>With
 its two downtown SkyTrain stations, plus another three in the city, as 
well as its location in the centre of the Metro region, New Westminster 
is perfect for young urbanites, the mayor insists. Its bridal stores are
 a favourite haunt of young brides and graduates. Nearby Douglas 
College, along with the courthouse, serve as major employment anchors.</p>
<p>"The
 downtown is probably the pivotal point for everyone," he said. "We 
don't want to have huge skyscrapers. What we want is to have livable 
sites."</p>
<p>For Scott Walker, 30, and fiance Clara, New Westminster 
offered an affordable option when they were looking to buy a home. 
Vancouver and Burnaby were too expensive, so the couple pre-bought a 
condo in a <a target="_blank" title="Victoria Hil" href="http://www.onni.com/communities/victoriahill/">development</a> across from Queen's Park, which isn't too far 
from the downtown area.</p>

<p>"I kind of always 
turned my nose up at New West because I didn't really want to live out 
here," Walker said, noting that he was persuaded to give it a try by a 
friend who lived in the city. "It's actually a lot better than I 
thought."</p>
<p>Walker said he's excited about the changes happening 
down-town, such as the 10-cinema theatre and the development on the 
waterfront, including Pier Park and the Quay. Although he drives to his 
job on the North Shore, he said, he does take transit once in a while to
 travel into Vancouver.</p>
<p>Wright said the changes are also designed 
to bring back naval ships, as well as persuade the steady stream of 
traffic using Columbia Street to stop in the downtown core. Some 400,000
 cars travel through the downtown core.</p>
<p>"The problem that we have 
is we're in the centre and you're never going to be able to get rid of 
all the cars," Wright said, surveying the downtown from the New 
Westminster Club on Columbia and Begbie. "What we want is to get them to
 stop."</p>
<p>He noted the new Pier Park will offer recreational 
opportunities - such as cycling, walking and road hockey - to thousands 
of outdoor enthusiasts who are visiting the city or have chosen condo 
living over detached homes with a back-yard. The park, he said, will be a
 focal point of Metro Vancouver's Experience the Fraser project, which 
aims to create a trail along the river from Hope to the Salish Sea.</p>
<p>Wright
 also predicts Eighth Street, leading to Hyack Square, will be "one of 
the most famous roads in the country" once the city places a memorial 
art piece dedicated to the famous Wait for Me, Daddy photograph at the 
site. The photograph, by Claude P. Dettloff, shows a young boy, hand 
outstretched running after his father as he heads to war.</p>
<p>But while Wright said he's "proud of the way the city is growing," he acknowledges more work needs to be done.</p>
<p>"We want young people. We've still not had the attention of the people who are going to come," he said.</p>
<p>"Can you find a place to find a future? It's been here once; it can come again."</p>

      <description><![CDATA[<p>The BC government announced a few hours ago that effective April 1, 2013, HST will be
scrapped.</p>
<p>&nbsp;</p>
<p>THIS STILL MEANS PURCHASERS CAN PAY UP TO 12% TAX ON NEW
HOMES! </p>
<p>&nbsp;</p>
<p>The government did NOT announce that new homebuyers will go
back to paying only GST on new homes, but will now be paying both GST AND
PST.&nbsp; </p>
<p>&nbsp;</p>
<p>The only change in the effective tax payable by new home buyers
is that the threshold for the maximum PST rebate has increased from homes worth
up to $525,000 &nbsp;(max. rebate $26,250) to homes worth up to $850,000 (max.
rebate $42,500).</p>

<p>B.C. will scrap the HST and return to the PST on April 1 2013, Finance Minister Kevin Falcon announced on Friday in Victoria.</p>
<p>Until that time new home buyers will be able to take advantage of 
expanded rebate program and a transitional tax designed to ensure that 
there is no tax difference whenever they choose to buy their home &mdash; 
provided it costs $850,000 or less.</p>
<p>"The B.C. new housing rebate threshold will be increased to $850,000,
 meaning more than 90 per cent of newly built homes will now be eligible
 for a provincial HST rebate of up to $42,500," said a statement issued 
by the Ministry of Finance on Friday.</p>
<p>"The housing transition rules help ensure when people buy a newly 
constructed home under the PST, whether built entirely under the HST, 
entirely under the PST, or partly under HST and partly under the PST, 
they will all pay a consistent and equitable amount of tax."</p>
<p>The government also rolled out a new grant designed to encourage 
people to buy vacation homes outside of Metro Vancouver and Victoria.</p>
<p>"In addition...purchasers of new secondary vacation or recreational 
homes outside the Greater Vancouver and Capital regional districts 
priced up to $850,000 will now be eligible to claim a provincial grant 
of up to $42,500 effective April 1, 2012."</p>
<p>Falcon said he expects the new rules will bring certainty to new home buyers and the building industry.</p>
<p>"The relief measures announced today are a boost to home buyers 
purchasing either a new primary residence or a secondary home. At the 
same time, they help an important job-creator in all parts of the 
province."</p>
<p>The move was welcomed by the homebuilding industry on Friday.</p>
<p> More details on how the transition back to the PST will affect other goods and services will be rolled out later this spring.</p>
<p>"For goods and services that will be subject to PST, PST will 
generally apply where tax becomes payable on or after April 1, 2013."</p>
